Serving as an economic roadmap, the Comprehensive Economic Development Strategy (CEDS) is a region-specific strategic plan to foster economic prosperity for each and every one of us who call the Greater Sacramento region home. The plan will also help direct how millions of dollars of investments from the state will be used to drive an inclusive economy.

Through analyzing existing regional conditions, opportunities, and global conditions, the CEDS identified three principal goals for our region, which encompasses El Dorado County, Placer County, Sacramento County, Sutter County, Yolo County, and Yuba County:

           1. Improve business

           2. Support people

           3. Develop place

The CEDS was developed by The Prosperity Partnership—the Greater Sacramento Economic Council, Sacramento Area Council of Governments, Sacramento Metropolitan Chamber of Commerce, and Valley Vision—and in collaboration with regional nonprofits, education institutions, and workforce development boards.

To prepare for the region’s CEDS, The Prosperity Partnership launched the Prosperity Strategy process in 2018. The strategy builds upon the Brookings Institution market assessment findings and framework of five market levers: Tradable Clusters, Innovation, Talent, Infrastructure, and Governance. The Prosperity Strategy is an economic approach that prioritizes equity, the economy, and the environment equally. With this approach, we’re working toward creating a strong, inclusive, and equitable economy for the six-county Sacramento region. Learn more about the Prosperity Strategy here.
